Executive SummaryThe city of Sangmelima, a rapidly growing urban center and the capital of the Dja-et-Lobo department, currently lacks adequate sporting infrastructure that meets national standards. This project proposes the construction of a modern, multi-purpose 2500-seat stadium. The facility aims to serve as a catalyst for sports development, youth engagement, and local economic growth. It will provide a safe, professional venue for regional football leagues, athletics, and community events, while also serving as a potential training base for national teams due to its location in the South Region. 2. Background and Justification· Current Deficit: Sangmelima’s existing sporting facilities are either dilapidated, lack capacity, or do not meet the standards required for organized league play (Elite Two and Regional leagues).· Youth Demographics: The region has a high percentage of youth for whom football and athletics are primary leisure activities. The lack of infrastructure limits their potential and channels talent away from the region.· Economic Stimulus: A modern stadium will stimulate the local economy on matchdays, benefiting vendors, transport services, and hospitality businesses.· Social Cohesion: The stadium will serve as a neutral, secure gathering place for the community, fostering civic pride and unity.· Strategic Importance: Sangmelima is a key crossroads city. A standard facility positions it to host inter-departmental tournaments and national team training camps. 3. Project Scope and Technical SpecificationsThe project will be developed on a designated plot of land (approximately 5 hectares) and will include the following key components:A. The Main Stadium Bowl (2500 Capacity)· Seating: 2500 individual high-density polyethylene (plastic) seats with backrests, conforming to FIFA/CAF safety standards. · Covered Grandstand : 2500 seats with a concrete roof cover.· Playing Surface: Natural grass pitch (hybrid grass option considered) with an underground drainage and irrigation system to ensure playability during rainy seasons.B. Ancillary Facilities· Changing Rooms: 4 modern team changing rooms (for home, away, referees, and technical officials), each with showers, toilets, and tactical boards.· Medical Room: A first-aid clinic equipped to handle matchday emergencies.· VIP Lounge: A dedicated air-conditioned lounge for dignitaries and guests, with a direct view of the pitch.· Media Facilities: A press tribune with workstations and a small mixed zone for post-match interviews.· Storage Areas: Dedicated storage for pitch maintenance equipment and sports gear.C. External Infrastructure· Perimeter Fencing: Secure metal fencing around the entire complex to control access.· Parking: Designated parking areas for VIP vehicles, team buses, and public parking (cars and motorcycles).· Floodlighting: Four high-mast floodlight towers (minimum 500 lux) to allow for evening matches and training.· Public Amenities: Modern, well-maintained public toilet facilities outside the main stands.· Access Roads: Internal paved roads connecting the stadium to the main Sangmelima road network. 4. Talent Identification: Create a centralized location for school sports and inter-arrondissement competitions to scout young athletes. 3. Economic Development: Generate direct and indirect employment (groundskeepers, security, vendors, event staff). 4. Host Events: Position Sangmelima as a viable host for the Coupe du Cameroun matches and regional athletic championships. 5. Improve Safety: Replace informal, unsafe viewing areas with a secure, controlled environment. 5. Target Users· Primary: Local football clubs, secondary school sports teams, local athletics clubs.· Secondary: Fans and residents of Sangmelima and surrounding villages (Ebolowa, Mbalmayo).· Tertiary: Regional sports leagues, the Cameroonian Football Federation (FECAFOOT), and potentially the Ministry of Sports and Physical Education (MINSEP). 6.
